Aviator is legal in Brazil on a licensed .bet.br operator and nowhere else
Brazil opened a fully regulated market on 1 January 2025 under the SPA and SIGAP. Licensed operators run on .bet.br domains, which makes the check unusually simple: if the domain is not .bet.br, the operator is not licensed here.

What it means in practice

What legality does not change
A licence gives you a regulator to complain to and audited game fairness. It does not change the maths. Aviator returns 97% at a licensed operator and 97% at an unlicensed one, so licensing protects you from being cheated beyond the published edge, not from the edge itself.
